Piccadilly Premier Land, Inc. (PPLi) is a residential real estate developer in Cebu City, Philippines. PPLi is a partnership between 8990 Holdings, Inc. and RDAK Land, Inc.
8990 Holdings is one of the Philippines’ leading mass housing developers. It is a publicly traded company in the Philippine Stock Exchange listed as (PH:HOUSE). 8990 develops and delivers over 10,000 housing units per year varying from Socialized and Economic Housing units.

Projected housing backlog by 2030, without any intervention for a more comprehensive housing program. Forty-one percent (41%) of the demand is for economic housing (PhP480,000-1,700,000), while 25% is for socialized housing (PhP480,000 and below).


There is a vast addressable need for affordable housing.
The immense need for shelter among low-income Filipino families is a problem that has long been acknowledged by the government and private property development companies alike. This housing backlog has pushed the two sectors to collaborate on a roadmap that includes increasing production, increasing availability of home purchase financing, and even for the government to offer subsidies to those who cannot afford home purchase. However, in an assessment by the National Economic Development Authority of the performance of the housing sector vis-a-vis 2017 targets for offering direct government assistance, it showed that only 54% of the target has been achieved.
In the private sector, the indirect housing assistance showed that some aspects have been exceeded, especially with respect to the targets for “license to sell” issued, and the “housing loan receivable purchase program”.
The impact of COVID-19 on the housing market has highlighted the need for us to act with urgency.
The Philippine experience of the COVID-19 pandemic and the ensuing lockdowns intensified the need for planned residential communities which are affordable for the working Filipino. Significant levels of transmission were experienced in large urban centers, mostly in high density informal communities, due to lack of facilities, improper ventilation, and subpar sanitation. The living conditions in these communities made work-from-home arrangements extremely challenging, if not impossible.
This situation kept inquiries and e-reservations for our residential units going, even at the height of strict lockdowns, where offices were not allowed to open. As restrictions have eased, a surge in inquiries points to demand that became more urgent with this economic crisis.
